Enrollment Fee Amounts
To enroll in the FA Program, participating owners and operators must pay a yearly enrollment fee per UST. If a facility has three USTs, and the owner wishes to enroll all the tank in the FA program they would pay three enrollment fees. PLIA uses these fees to offset the cost of administering the Program.
Fee amounts are dependent on a UST’s age and are listed below:
- UST is 0-10 years old: $1,000 per UST.
- UST is 11-20 years old: $1,500 per UST.
- UST is 21-30 years old: $2,000 per UST.
- UST is 30+ years old: $2,500 per UST.
There are no deductibles under this program.
Make a Fee Payment
The enrollment fee or payment plan installation payment is due when the enrollment agreement is signed.
You can now submit online payments for your program enrollment fees.
Fee payments can also be made in the form of a check or money order. Cash is not accepted. Send checks or money orders to:
Pollution Liability Insurance Agency
PO Box 40930
Olympia, WA 98504-0930
For any mailed payment, please include the Financial Assurance Program application numbers for the enrolled USTs to which the payment should be applied.
Please note: Coverage under the Financial Assurance Program will not begin until PLIA signs the enrollment contract – after receiving fee payment – and sends the applicant a Certificate of Assurance.
Set Up a Payment Plan
Payment plans for the FA Program enrollment fee are available on request.
If a participant needs to pay the enrollment fee in installments, the full amount must be paid within the year. The fee must be paid even if the enrolled UST leaves the FA Program before the enrollment period ends, either voluntarily or through removal by the agency.
FA Program Participants can contact PLIA’s Finance Team to establish a payment plan. PLIA’s Finance Team can be reached by calling 1-800-822-3905 or by emailing Finance@plia.wa.gov.
Annual Renewal of Enrollment Agreement
PLIA will send out renewal notices 60 days before the renewal date. The renewal notice will include a new enrollment agreement for signature. There will be no break in coverage if PLIA receives the signed enrollment agreement and fee payment prior to the end of the previous enrollment period.
As with the initial enrollment, owners and operators can pay the entire enrollment fee or enroll in a payment plan when renewing the enrollment agreement.
Enrollment Fee Discounts
PLIA is currently developing a list of approved discounts for the enrollment fee and will post updates on our website regarding discounts as that information becomes available. Enrollment fee discounts will reward participants in the FA Program who take actions that reduce the chances or severity of an accidental petroleum leak.
Discounts will not be available during the first year of a UST’s enrollment in the FA Program and will be applied starting in the second year. In your renewal notice. you will receive a list of the discounts you earned during the previous year. Discounts cannot be applied to fees from prior years.
PLIA will review information you submit, data from Ecology inspections, and information collected during PLIA assessments to determine if enrolled USTs are eligible for further discounts.
You can find more information about Enrollment Fee Discounts in our fact sheet.
Late Payments
Failure to make payment plan payments may result in a late fee. Failure to make payment 60 calendar days after the first notice of the late payment may result in the removal of the enrolled tank(s) from the FA Program. USTs removed for non-payment of enrollment fees may re-apply for FA coverage. However, any past due fees must be paid in full before reapplying.
