About the Program

The 2020 Washington State Legislature authorized PLIA to implement a Heating Oil Loan and Grant Program.

PLIA’s Heating Oil Loan and Grant Program provides up to $75,000 for heating oil tank owners to:

  • Collect critical data about their site and clean up releases.
  • Upgrade, replace or remove heating oil tank systems to prevent future releases.
  • Replace existing heating oil tank system by installing new infrastructure.

Accepted program participants will receive the following grants:

  • Preliminary Planning Assessment (PPA) Grant – up to $7,000.
    • The PPA will collect the data necessary to determine the level of cleanup required and the anticipated costs of the project.
  • If applicable, the Technical Assistance Program Fee Grant – $1,500.
    • This grant is applied if contamination is identified during the PPA above the Model Toxics Control Act (MTCA) Cleanup Levels.

After the PPA is completed, PLIA will advise the applicant if they qualify for a loan to complete their project request. The PPA does not guarantee you will receive a loan or an additional grant through the program.

Our Heating Oil Loan and Grant Guidance provides additional program details. This Guidance will continue to evolve as we take into account input from the public and other stakeholders. Please send comments to pliamail@plia.wa.gov.
