The Pollution Liability Insurance Agency (PLIA) invites the public to comment. This is a proposal to remove Alders Chevron (“Site”) from the Department of Ecology’s Hazardous Sites List pursuant to WAC 173-340-330(10).
The Site currently operates as an automobile dealership comprising of roughly 1.79 acres of commercial land that features a vacant building and a parking lot used to display vehicles. The Site previously operated as a Chevron-branded service station from at least 1970 until 1992 when it was sold. The former service station contained one 5,000-gallon underground storage tank (UST) and two 10,000-gallon USTs containing unleaded gasoline. The station also had one 1,000-gallon waste oil UST and one 1,000-gallon heating oil UST. In March 1992, when the waste oil and heating oil USTs were removed a petroleum release was discovered. Between December 1992 and January 1993, the three gasoline USTs got removed. The polluted soil from the Site has been removed, and groundwater monitoring conducted from 2021 and 2022 shows that contaminants are below the state cleanup levels for four consecutive quarters.
PLIA performed regulatory oversight of the Site under the agency’s Technical Assistance Program (TAP). Based on the Site review, PLIA determined that the Site meets the substantive requirements of the state clean up regulations, Chapter 173-340 WAC Model Toxics Control Act, and no longer poses a threat to human health or the environment.
