The Pollution Liability Insurance Agency (PLIA) invites the public to comment. This is a proposal to remove Chevron 96942 (“Site”) from the Department of Ecology’s Hazardous Sites List pursuant to WAC 173-340-330(10).

The Site is currently an active parking lot for a commercial hotel building. From approximately 1959 to 1978, the Site operated as a gas station. When the gas station ceased operations in 1978, fueling infrastructure was decommissioned/demolished and removed from the Site. Site assessments performed in 1991 and 2004 showed that petroleum contamination was found in the groundwater exceeding state cleanup requirements.

In 2020 and 2021, additional monitoring wells and soil borings were installed to further assess Site soil and groundwater. Soil sampling results have since indicated that there are no contaminants of concern (COCs) above state cleanup levels in the upper 15’ of soil at the Site. Additionally, COCs have been below state cleanup levels or not detected in groundwater samples collected at the Site for the last seven quarters. Data also indicate that there is no longer an unacceptable risk for vapors from petroleum contaminated soil or petroleum contaminated groundwater to enter nearby commercial or residential structures.

PLIA performed regulatory oversight of the Site under the agency’s Technical Assistance Program (TAP). Based on the Site review, PLIA determined that the Site meets the substantive requirements of the state clean up regulations, Chapter 173-340 WAC Model Toxics Control Act, and no longer poses a threat to human health or the environment.
