The Washington State Pollution Liability Insurance Agency (PLIA) invites the public to comment. This is a proposal to remove Garwood Oil Co. (“Site”) from the Department of Ecology’s Hazardous Sites List pursuant to WAC 173-340-330(10).
The Site has been an active fueling station since 1990. Following a report of a potential petroleum release, the Clark County Health Department visited the Site in March 2005. During their Site visit, they collected soil samples from two locations near the fuel pumps. Laboratory analysis confirmed petroleum contamination in the soil samples at concentrations above the state required cleanup levels.
Further sampling conducted in April 2022 confirmed petroleum contaminated soil (PCS) was a result of releases from fuel dispensers at the Site. At this time, the fuel dispensers and product piping were decommissioned. On May 19, 2022, PCS from former gravel drive lanes and beneath former fuel dispensers was excavated and removed from the Site. Soil sampling conducted at the Site following this remedial action showed that concentrations of petroleum contamination had been reduced to levels below state cleanup requirements.
Groundwater contamination is not a concern at this Site as it was not encountered during the remedial investigation or during cleanup actions. Additionally, the remedial actions performed at the Site removed the potential for vapors from PCS to enter nearby commercial or residential structures.
PLIA performed regulatory oversight of the Site under the agency’s TAP. Based on the Site review, PLIA determined that the Site meets the substantive requirements of the state clean up regulations, Chapter 173-340 WAC Model Toxics Control Act, and no longer poses a threat to human health or the environment.
