The Washington State Pollution Liability Insurance Agency (PLIA) invites the public to comment on the cleanup at Market Place Texaco (Site). This notice is a proposal to implement an institutional control in the form of an environmental covenant at the Site.

The Site is currently comprised of a 1,605-square-foot, single-story structure which was built in 1964 and is now occupied by P & J Deli Mart convenience store and gas station. There are currently two petroleum underground storage tanks (USTs), two fuel dispenser islands, and an asphalt parking lot on-Site.

In 1997, four petroleum USTs were removed from the Site and two additional USTs were closed in place. At the time of the UST removal, 1,483 tons of petroleum contaminated soil (PCS) were removed from the Site. Soil sampling performed in 2017 and 2021 showed that soil contamination at the Site had been reduced to a level compliant with cleanup levels (CULs) set by state cleanup requirements.

The only exception was a soil sample which showed that contamination remained at a depth of 18 feet below ground surface, a level where it does not pose a risk of direct contact or potential vapor concern at the Site. Necessary safety protocols associated with residual soil contamination in the impacted area will be addressed through the use of an environmental covenant to be filed with Pierce County. The environmental covenant sets restrictions on Site use in order to minimize potential exposure to the impacted area. Groundwater monitoring will continue to be performed at the Site over the next five years to ensure that the remedial actions performed remain protective of human health and the environment.
