The Pollution Liability Insurance Agency (PLIA) invites the public to comment. This is a proposal to remove the Tank N Tote (Site) from the Department of Ecology’s Hazardous Sites List pursuant to WAC 173-340-330(10).
The facility at the Site consists of a single-story convenience store, a canopy with two dispenser islands, three underground storage tanks (USTs) and paved parking. Contamination of soil at the Site is due to historical USTs and a leak in the diesel turbine pump casing seam that was discovered in in 2008. This leak impacted groundwater at the Site. The petroleum contamination in the soil and groundwater was removed by in-situbio-remediation that added nutrients in the subsurface to stimulate natural microbial degradation of contaminants. For three consecutive quarters in 2020, the contamination is non-detect in the soil and in the ground water at the point of compliance wells. Soil and groundwater results indicate that vapor is not a concern at this Site.
PLIA performed regulatory review of the Site under the Petroleum Technical Assistance Program (PTAP). Based on the soil sampling and groundwater monitoring results, PLIA determined that the Site meets the substantive requirements of the state clean up regulations, Chapter 173-340 WAC Model Toxics Control Act, and no longer poses a threat to human health or the environment.
